Within Oxfordshire, the Council have been closely watching the popularity of nicotine pouches, alongside the growth of non-compliant products with no safety instructions or health warnings.
As tobacco-free products, they come under The General Product Safety Regulations (2005) meaning anyone can buy them, even children. This legal loophole has raised concerns, especially around the non-compliant items.
