I loved what you’re conveying here about culture. Working in England, and through consultancy work into HMT, you hear a great deal about what is supposedly wrong with attitudes and behaviours in Network Rail. Then Norman Baker shared this publication with me, produced from within NR, and I thought it was genuinely brilliant. It is thoughtful, challenging and feels quite different from the usual organisational reform material.
Apparently there is even a DG in the Treasury with a printed copy sitting on their desk in Whitehall, which probably says something about how far the thinking is travelling.
